This project offers evidence-based and practical strategies for the protection, inclusion, empowerment, and mainstreaming of around 18,000 Persons of Concern to UNHCR (PoC).

The overreaching goal of the project is to support the provision of integration assistance to PoC and their access to the country’s existing services, support systems and society in general through provision of social services and legal assistance as well as strengthening advocacy and mainstreaming efforts to ensure their enrolment into national and community-based schemes, public and social life.

The Project focuses on safeguarding the fundamental rights of PoC, including, but not limited to freedom of movement, the right to work, and access to education, health care, and justice.

As a durable solution, local integration will be facilitated through the legal, social and cultural dimensions, allowing them to access to all relevant rights, better deal with the difficulties linked to social adaptation and integration and live without fear of discrimination in Armenia.

By offering a broad range of services, the Project seeks to ensure PoC protection and wellbeing in Armenia through securing qualified and effective legal aid and legal representation, improving living conditions for persons with specific needs, supporting access to adequate health care for all vulnerable PoC, considerably raising the PoC capacity for self-reliance and promoting integration as well as meaningful participation of PoC in the contribution to the social life of communities hosting them. The Project within its components and available resources provides accommodation, cover basic needs and support with relevant psychosocial assistance to identified extremely vulnerable PoC.

To make integration and inclusion in community interventions of PoC residing all over Armenia smooth and in a decent way as well as support overall empowerment of communities, in cooperation with host communities and local authorities, community support initiatives (CSI) and peaceful coexistence projects (PCP) are implemented through the rights and community-based approach, to promote social-economic integration and strengthen self-reliance of PoC. These initiatives and projects with an active enrolment of youth, children, women, men and elderly and vulnerable displaced persons will primarily support the creation of an atmosphere of peaceful co-existence between the PoCs and host communities and are an important tool in the integration process. The Project seeks to continue to conduct community outreach aimed at identifying stateless (or undocumented) persons and those at risk of statelessness within the frames of the established mobile team and ensuring their documentation, as well as to contribute to the improvement of the legal framework through advocacy aimed at reducing and preventing statelessness in Armenia within the international treaties.
The key outcomes of the Project will ensure successful achievement of the overreaching goals to fully integrate the PoC into the host society.

The consolidated database, referral mechanism and coordination through UNHCR will, thereby, link the Project with the activities of other UNHCR implementing and operational partners.

By employing bold, comprehensive, and holistic strategies, the PoC transition and mainstreaming will be smoother and successful.
